VideoReDo did the trick (although it took a while - seems like you can only add clips one at a time to the "joiner" function -- I had 30!). When I was done, I had a single, no-freeze sequence I could burn to disc...
But I hadn't noticed how wildly disparate the audio levels were! I'm sure this is a common problem...
is there a program for normalizing the audio level in the sequence? Or do I have to go back, fix levels and re-encode the files in question?

you must reencode the audio but not the video, https://forum.videohelp.com/viewtopic.php?t=308279&highlight=normalize ...lots of work though.
