    It's tough to answer your question without seeing a picture of the problem.

    However, you might need a ground loop isolator.

    If you look around you might find a cheaper one.

    Model number of TV?
    How is it connected? Antenna? Cable? Sat?

    Try turning off everything except the TV. Still see bars?

    Is the "line" visible in all channels?
    Do you also have a buzz in the audio?

    WAG: Try connecting the R.F. feed directly to the TV and see if that eliminates the "line." If so, you likely have a ground loop problem. If the "line" is still there, your R.F. feed probably isn't grounded properly.
