Need the best program for movie making

I need to get a good authoring program now that I'm going to holiday and have to make a short movie...I Have used Ulead workshop, DVDlabpro and cyperlink producer so far but none of them have what I need...I need to get the best 16:9 quality from my DV so I can edit it in all the ways I want...Stunning effects is also a need since it will be easier for the program to have it instead of going to make them myself in 3d max...

So could you tell me what is the best software around?

best dvd video quality? then you don't need any authoring tool but the best encoder like cce, quenc, canopus procoder.
