DVD-RB standard (not pro) installs everything required to process a DVD and get good results. It includes version of avisynth, rejig (a transcoder), quenc (a freeware mpeg2 encoder) and HCenc (another freeware mpeg2 encoder). It also includes the bridge needed to use some version of CCE or ProCoder.
It does not include any versions of CCE, as all CCE versions are payware. CCE Basic is the cheap and cheerful version. It has the same basic encoding engine, but does not have all the configuration options, and cannot do more than 2-passes. As CCE is one of the few encoders that does allow more than 2-passes, and many encoders can produce good results with only 2-passes, do not consider this a major shortcoming. The 9-pass VBR brigade are nuts, and do this out of ego rahter than any demonstrable difference in image quality.
In short, DVD-RB installs with everything it needs to go. HCenc is an excellent encoder, with quenc very close behind. If you don't want to spend money on CCE or ProCoder, there is no need.
The Pro version installs basically the same software suite, but has more built in options for re-arranging the structure of your disc.Read my blog here.
