MPEG 2 To Mpeg 2

Hi,

I been caping PAL VHS video to Mpeg 2 (720x576) is there a way to edit the mpeg without
Encodeing back to mpeg, i done some in AVI's but when i edited it back to a mpeg the video
just looks messed up, i was viewing a post on this board not so long back about a program
(i can't recall what the programs name was) that some how editeds the Mpeg without
re-encodeing.
