hi, yup im a noobie stuck with a probably stupidly simple problem... here goes
i have a mpeg file and im trying to burn it to dvd, the file size is 699mb, however.. when i try to burn it to dvd the file size changes and is more than 6gb which wont burn onto a disc. am i doing something wrong?.. please help

No, the problem is your MPEG (I doubt it's an MPEG at all, I think it's really AVI) was NOT DVD compliant, and it must be transcoded into DVD-compliant MPEG2, and that's where the size bloat came from.
The first question is... WHAT are you using to to the conversion? I'm going to assume Nero, but it'd be nice of you to tell us up front. Nero Vision and Nero Vision Express is considered training wheels in this circle, barely useful, as it doesn't give you enough of tweaking options to do the best job possible.
Transcoding is a complicated process with a LOT of options, esp. when fitting the file down to a size. You should read some of the guides to the left, under "convert".
Give us more details and we'll recommend the right tool for the job. Tell us exactly what you got (in fact, run GSpot on it and post the results), and what you want to do with it (I want burn it to DVD-R, for example). -
PLEASE give us more information like
which tool are you using?
what is the source file details? like length? mpeg1 mpeg2??? use gspot to identify.
or just use some better all-in-one crap converter like convertxtodvd.
