Not REALLY. There is at least one program that can pick out the admin password on a system but you have to have admin access to use it. (doh!)
There are also programs to RESET the admin password I think though. -
I use a program that can boot from floppy or cd and allows you to view or change the admin password, comes in handy if someone forgets it.

You can use the XP disk to remove the password, but it's not a short an easy process. No way to bypass though. If its an OEM PC then you MUST have the OEM XP disc. You could borrow someone esles Compaq XP disc if you have an OEM Compaq machine, but if they have a retail version, Dell, Gateway, or other OEM XP disc, you're probably screwed.
There are other softwares out there, but again it's not easy. If you forgot your password and you are in an admin account, there is a software, like Faustus said, that you can use to see the password. But you have to be in an admin account, though it does not have to be the primary. -
Here is a program that will reset the password

Did that once via XP boot, bit convoluted (not that much) but works. Disk Commander as far as I remember has the back door as well and of course the stuff mentioned above.
