  1. Whenever I play WMV's in VLC they play just fine but whenever I try to skip ahead, it "garbles/messes up" the video like its trying to re-sync for 3-10 seconds.. then its fine again.. this is really weird, how can I fix that?

    I rarely use WMVs but that is fairly common with Xvids. In their case it's probably because there aren't enough keyframes. The frames between the keyframes just contain the changes to the keyframes. Many Xvids have 300 frames between each keyframe. This makes it hard to fast forward or even jump to a different part of the video. It has to run a few seconds until it hits another keyframe. I'm just guessing this is the issue with your WMVs, but it fits the description. The fix? Not sure. You would have to look at your encoder settings if you encoded them.
