    I changed my video to be an avg bitrate of 4,500,000

    is that generally considered a low bitrate or ok bitrate to use?

    4500k is approachig superbit levels for 352x480 (GOOD!)
    and it's way too low for 720x480 (BAD!)

    It depends on quality of orig source, resolution your encoding too and the display device that it will be shown on. Do a short test encode on an RW disc and see if its to your liking.

    I did a short test onto a dvd-r and i do think the quality might be a little too low

    I'm gonna opt to use a dual layer disc
