What program out there is best in quality for AVI to DVD? I mean, I take a 1.5 GB file in WinAVI and I select Quality over Speed, and it still turns out only half-way decent on my TV. What program should I use to best convert the AVI straight to DVD?

Just about any MPEG-2 encoder will work. But not straight to DVD. Try a
trial version of TMPGEnc encoder and TMPGEnc DVD Author. You won't find any all-in-one programs that give you the options and adjustments needed for higher quality. Learning to use the individual tools is the way to get the best results.
And what kind of AVI? AVI is the name of the container, not a specific type of video. But I would guess Xvid or Divx. -

I use it all the time & am very happy with the results. Set 'conversion priority' to below normal & carry on using your pc as normal. -
