  1. Hi from the UK.
I have TMPCEnc 1.6 , i want to convert a DVD from Region 2 to Region 1 or Region 0 to send to my brother in the USA on a DVD-R.
I have ripped the files using DVD Decrypter to my HDD so now i have all the VOB files sitting there.
Is there any way i can change the settings on TMPGEnc from burning in PAL to NTSC format ??
Or is there another easy way i can go, thanks in advance for any help..

nope, you can't convert from pal to ntsc with tmpgenc dvd author. if you just need it to be region free you can author with tda or burn with dvddecrypter but it is NOT same as pal to ntsc. then you need to convert the video.

  3. Thanks for the update, forgive my ignorance but do you mean if i just burn the unaltered VOBS with TMPGEnc 1.6 then the disc will be region free and will play in the USA ??

Once you ripped with DVD Decrypter, you made your VOBs region free, so yes, if you burn it, it will be region free.

Will it play in the USA? Maybe, maybe not. Many, but not all, NTSC DVD players can correctly convert PAL DVDs to NTSC. You'll just have to try it and see.

If you know the brand and model number of your brother's DVD player, you can check the link "DVD Players" on this page in the left column of the screen. You may be able to see if his player is capable of playing PAL discs on an NTSC TV. For your convenience, here is the link: https://www.videohelp.com/dvdplayers

Edit: ok, I just checked and I don't see any information about PAL/NTSC capability on that link. I thought you could check this information. Sorry.

I guess you could check on Amazon.com. For example, I have a Norcent DP300 DVD player and on Amazon.com it states: "NTSC/PAL System Conversion Output." It is true because I have PAL DVD's from France and Germany that I can play without any problems.
