  1. i have a rmvb file which is 23.000 fps, 352x288, should i convert this to pal or ntsc
    i understand that PAL is 25fps, NTSC is either 23.976fps or 29.976fps
    but whats 23fps?

    AFAIK... RMVB has no fixed FPS. That's why it's "VB" which stands for variable bitrate.

    Variable bitrate has NOTHING to do with framerate. This RMVB file is just non-standard.

    Yes, VBR has nothing to do with framerate, but the fact is that rmvb also supports VFR which does have to do with framerate.
