I have a p4 2.8 ghz and when i encode from divx to vcd or svcd with nero, it takes roughly 3 hrs per full movie, 1.5 hrs for each disc. Is this normal?

there is no correct answer to this as there are to many varibles .. one of which is you never specified even the lenth of of the movie, another is that most people don't use nero for encoding ...
search through the forum for this same question and you can get some rough idea of the time required .. -
It really depends on what kind of computer you have. It also depends on some filters as filters add a huge amount of time to the encoding process.
