I think they're ok but a little annoying. If you don't know what I'm talking about watch one of the ibm ads. They have a widescreen commercial but color the border with a blue color.
It makes the ad stand out but its so different from the normal black letterboxing that its a bit jarring.

The ones I've seen are blue or red. The ibm blue isn't so bad. Its when they start using brilliant harsh colors that it gets annoying.

Imagine them using a psychadelic neon rainbow swirl that spins like the twilight zone circle. Honestly, that'd probably be cool to send subliminal messaging through.

I think that's only setup by the broadcasting companies themselves. I don't think there's an FCC regulation over that, but I have no idea what the FCC has been doing since I've been out of college. I know in Japan they can broadcast such shows.
Imagine trying to watch a show in between this. Well, maybe "That 70's Show." :P
