I'm planning to buy a card to capture my DV films that can make mpg1/mpg2 hardware encoding to convert to vcd/svcd/dvd.

Which card do you suggest ?

Is it possible to use the hardware encoding engine to convert vob files to VCD/SVCD ? if yes, how ? if no, why not ?
