Womble mpeg2vcr if your source is mpeg.
If not you can use the video encoders (like tmpgenc plus) and specify the source and target range (for splitting) and encode. -
I like Mpg2Cut2

Just updated on 12/09 to version 5C09 alpha - have not tried yet.
5A21 is the beta version - have used the 5A21 version and it worked for me.
Don't forget to download the Audio dlls. They are farther down the page.
edit:
Forgot to mention that it is freeware. -
Assuming the source is DV and you want to keep it that way, virtualdub can do it, or a quick avisynth script with a list of cut points. Do you want it cut on scenes or time periods or some arbitrary point ?
Do you want to manually cut it, or have it make the decisions ?Read my blog here.

Yep, I'm assuming the source is DV since this is in the DV Forum
Virtualdub (or any of its variants) is your friend here. Every frame in DV is an I-frame, meaning you can easily cut frame-accurately with no re-encoding required. Just set both video and audio to "Direct Stream Copy" and Bob's your mother's brother.
For something a little more complex, I like the virtualdubmod/AVISynth combo here, as it allows you to just select "portions" and send them straight to your encoder without needing to create intermediate files, whilst adding filters like noise reduction etc etc along the way.If in doubt, Google it. -
Basically what I'm doing is I have footage of a concert and want to cut it up by song and keep it in the current format(dv) then I'll toss in some transitions and maybe some titles a menu, so It can be playing in on the big screen tv in the background at the band's party tomorrow. About to try out Virtualdub

Virtualdub worked great, now what would be the best format to render as to then open in (probably)DVD Architect to add some menus nad finally out put ready to burn?
