this might just be a truly newbish question, but how do i know for certain if the dvd i'm holding in my hands is pal or ntsc?
is there a way to?
and for avi files?
i hope someone could help me out with this, is giving me quite a headache

The easy way would be to check the framerate. PAL is 25fps, NTSC is usually ~29 or 23fps. You could drop it into the latest version of Gspot or just about any video program that identifies the framerate.
EDIT: You may find AVI or even some MPEGs that have other framerates. But to make them playable as a DVD, SVCD, VCD on a settop player, the framerate will need converted to one of the MPEG standard framerates.
If you look to the upper left, under 'What is' DVD, etc., you will see the standard MPEG specifications.
