How do I register CCE as a plugin to another application???

Having briefly abandoned TMPGenc to try some CCE encoded SVCDS, I'm left a little lost as to the best options available. I'm not using DVD2SVCD at the mo because I have already ripped my vobs. I'd like to know how to get Flask or Xmpeg to recognise CCE as a plugin. In short how do you set this up?? Also does it really matter which application I use it with, I see that DVDx can also accept it?? Many thanks for any useful feedback
