here's my prob....my friend sent me a video that's in PAL svcd format. It's 1hr:26min long. I want to encode it to mpg-1 for vcd 2.0 NTSC. Every bitrate calc I use tells me to do video at over 1100 kbs with 128 stereo sound.

I followed the tutorial on this site (dvd2avi and tmpgenc) step by step to do this. The only difference is I extracted the audio before dvd2avi because the tutorial said it could cause video problems. Now....I open in tmpg, set all options, I use clip frame on the source (-48 from top - 48 from bottom) because the source is 480x576 and I figure it will stretch the correct way if I make it 480x480.

    Hmm...352x240...1000kbs cbr....128 stereo....=866mb.

    Grr....352x240....'900'kbs cbr....128 stereo....=866mb

    GRRR!!....352x240....'800'kbs cbr....128 stereo....=866mb

    LAST TRY....352x240....'700'kbs cbr....128 'mono'....=866mb

wtf is wrong with this picture? Can anyone shed a little light on this?

If you're using the VCD template in TMPGEnc, it's locked at 1150 kbps video.
    Use the unlock template.
There's also a buggy version of TMPGEnc (don't remember which) that under some circumstances ignores what video bit rate you set for VCD video, and insists on 1150 no matter what.

Nah, if you select MPEG-1 VideoCD (non-standard) it should let you use any bitrate:

If you leave it at the default MPEG-1 VideoCD, it pads out to 1150kbps no matter what.

VCD-spec MPEG-1 will be roughly 10MB a minute and 866MB for 86 minutes says to me that MPEG-1 VideoCD is selected. Change this to MPEG-1 VideoCD (non-standard) and it will use whatever bitrate you specify (and it will adjust the final filesize accordingly).
    If in doubt, Google it.
