Can the use of blue be limited in posts to mods only?

Any way to limit the use of blue text in posts so that only the mods can use it.

This has got to be the dumbest idea yet and if you suggest this again you will be banned. This is your final warning!

What kind of idiotic feedback is this? We are tired of getting feedback. We can handle this forum ourselves. Anyone who starts another feedback thread will be banned too. Love is blue. Blue is beautiful. There should be more blue not less. What a moron!

I have seen many posts like that where someone was just horsing around but in some cases it was really hard to tell so it would be easy for anyone else but the poster to think it was a joke and ignore the warning
