I would like to convert svcd or dvd into a format to use as streaming video and put it on my webpage. I understand that when you do this there is a substantial reduction in the size of the file. Can someone tell me the % reduction? Also recommend a good tool to do it?

Hi xinjingqiao,
A common format is .WMV - done using Windows Movie Maker. Be sure to also reduce the resolution as this will help to have a reasonable picture with the low bitrates.
As for the %ge reduction - it all depends on what bitrate / encoding setting you go for. Here's a screen print showing the options:
