There are many, many tools. Check here https://www.videohelp.com/tools

you can use dvd shrink to cut some segments out. Or you can load the vob into tmpgenc dvd author and go from there.

Search a little harder and you'll find plenty of tools
Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw?

Be warned though that it's often not as simple as just ripping the DVD, making your edits, and everything (menus, chapters etc etc) just working. You really need the right tools to do the job, and need a reasonable understanding of the DVD structure, commands etc etc. A single title, no menu DVD is fine and is quite easy, but as soon as you want to retain existing menus, that's when it gets a whole lot harder.

DVDRemakePro, PGCEdit and/or IFOEdit are three tools that may well prove invaluable.
    If in doubt, Google it.
