How can we resize or convert a video file to only a 10 Mega file size?
I am planing to use mpeg-1

You can unlock the bitrate by right click on Bitrate under the Settings->Video(picture 2 above here).

Do you know if there is a new version of the tmpgenc that can ajust the bitrate for us, even for mpeg-1, like the windows movie maker can do for wmv files?

Looks like you selected VCD. You can't adjust the bitrate of VCD as otherwise it wouldn't be VCD anymore.
That said once you have completed the wizard you can load the unlock template and change whatever you like.
At the bitrate required though, I can tell you that it ain't going to look pretty. Does it have to be MPEG-1? XviD, VP7, x264, RV9/10, etc. would make more sense.
