    Is there a program that will tell you if the video file (or DVD) you have is in NTSC or PAL?

    Any program that tells you the frame rate and/or the frame size will do.

    For DVD - DVDDecrypter, smartripper, IFOEdit ... and probably a host of others.

    For other files - GSpot, AVICodec ... and probably a host of others.
    If in doubt, Google it.
