Begin with an S-VHS player. All VHS tapes are recorded with separate chroma and luma but only S-VHS players allow you to separate the two. This will eliminate cross color artefacts and much - but not all - of the artificial edge enhancement which is inherent in VCR's. The better S-VHS players also also have built-in digital timebase correctors and chroma noise reduction.

There is very little you can do to improve sound.

Ive seen the JVC's with TSB which one do you like that's affordable (under $400). I need a PAL unit first so that's will come before a S-VHS player to capture my NSTC videos.

For audio work, you'll have to rely on software like SOUNDFORGE or GOLDWAVE.

    For audio, no.

For video, kinda. One you go digital with VHS footage, your options for improving are quite limited. For the best restoration job, you have to start early, with the tape playback, and then any kind of hardware filters before you hit the digital conversion.

Software video filters can only do so much, mainly limited to a little bit of noise reduciton (grain) and some color tweaks (but still inferior to a hardware proc amp).

Of course, what you can do depends on budget. But if you have a massive stack of tapes, it's worth the investment to at least get the good VCR.
