Hello,
I have some non-copyrighted video on two vhs tapes and I want to convert them into one dvd-r or dvd-rw. Could anyone tell me what I would need to do this? Is there anyway of doing this from my PC?

Look into forum's DV section. This question was answered many times.
One of better options is to use your digital video camera (if you have one) for conversion of analog video from your VCR to DV, and transfer of DV signal to your PC through firewire port.
After that, transfered DV video should be converted to mpeg2 and authored as DVD, or you could use VSO DivXToDVD for instant transforming of DV avi to DVD. -
You'll probably have better luck in the capture forum, there's at least one very lengthy thread on the second page that'll set you off on the right foot.
