Don't know if this is pointless, but if you need someone to host it for you I have a load of space provided by the university. You're the taxpayer, so technically you've already paid for it! I'll host it if you need me to.

What mod is this that you uses here in the VideoHelp to send the images (Upload image or file(Optional)? And as I make so that tag [ img][/img ] functions in the same way that here. Not being necessary to place the complete URL.

You can't do them inline with attachment mod for the post AFAIK, you can however create a forum specifically for uploading pics. Call it user galleries.... They can create there own topic named so and so's gallery and upload all there images to that thread. right click to get the URL to use inline in other posts.

I'm pretty sure everyone is aware of that, Caser resurrected it to ask a question about this specific modification to the phpbb code for image uploading. I'd assume to install to his own forum.

Can't help you there and I don't know of any attachment/upload hacks similar to the one here.

Create a category on on your forum called User Galleries.... It's the only way that I know of to allow users to use images inline uploaded with attachmnet mod.
