I have this xvid file of 700 mb. I want to make a vcd of this file but in nero the file size becomes 930 mb . Is there a way or software by using which i can burn this file into a 700 mb data disc and maintain the same image quality too.

No. VCD is qualitywise very limited. To fit more (in time) on a VCD, you have to lower the bitrate (which to some would create an out of specs VCD) reducing the quality even further.
TMPGEnc is one of the best (and free) mpeg1 (VCD) encoders out there. I suggest you start reading some of the guides to be found here.
