I recently received an old movie from Europe in PAL and the run time is shorter than the original release time. When I compared it to the same movie in NTSC there is apparently nothing missing with the PAL print it just has a shorter run time. The NTSC print is the prper length.
When I run the Pal print through Procoder 2 what setting do I use to get the proper run time in NTSC?

If the NTSC version you are comparing it to is running 23.976 fps, then the PAL version should be around 4% shorter. I used to calculate this out a lot when comparing PAL version to NTSC versions to see if they had been censored.
When you run it through Procoder you will get the best results if you output as 23.976 with pulldown. Don't know exactly what the settings are, but they are the results you want.Read my blog here.

In the cinema the movie is played with 24 frames per second. The PAL TV-system use 25 fps and NTSC with pulldown use 23.976 fps.
The speed of playback is adjusted to match the TV-system.
