I have been using svcd2dvd and tmpgenc for a while now with great results.
Normally I download 2 images which I run through svcd2dvd , it turns them into mpegs, and makes folders for the dvd. I discard everything but the mpg's and run those 2 files through tmpgenc for convert the audio also, and It turns it to one huge mpg.
After that, I run the MPG through svcd2dvd, it automatically converts it to a nice folder'ed version that is easily burned on disk <I use nero>
Here is the problem, and this just happened the last 3 or 4 releases. In the ps2 it seems to have a very very slight hesitation, it never really goes off sync <thank god> but it does seem to catch for a split second then speed up over and over and over. It is barely noticeable but it is noticeable.
On other dvd players there are no problems. My mother watched a movie <for the sake of arguement lets say they are homemovies> on her stand-alone it did the same thing.
I usually send the homemovies to alot of family members and would hate to get 50 or so out there and find out this is happening with more people.
Any suggestions?

Quality of the media possibly. You could try experimenting with different types of media.
