Right now, I use VSO DivX to DVD to encode, but I want to add more advanced things to the DVD presentations I make for potential employers, such as menus and the like. The thing I like about VSO is that it is fast. It creates VIDEO_TS folders in real time, virtually (3 hours of video in 3 hours and 5 minutes) and appears to do it without any real loss in quality. Is TMPGenc as fast as this? I've been led to believe that it is fast and can add menus and other features to DVDs easily.

For starters, VSO is doing two steps for you in one - encoding AND authoring. Pardon the theory elsson, but encoding is where you convert to DVD-compliant MPEG, then authoring turns this MPEG into IFO, BUP and VOB files. Programs such as TMPGEnc, CCE, Mainconcept (or 'dedicated encoders' as we like to call them) offer far more options and flexibility in the encoding process, which generally (and theoretically) should lead to better quality and allow far greater customisation for your project. You can then use an authoring program such as TMPGEnc DVD Author od DVD-lab to author your project. It is within this authoring process that you add menus, chapter marks, etc etc.
Now, in terms of your question, TMPGEnc is one of, if not THE slowest encoders around today. However, it is my tool of choice because I know I can do exactly what I want & need to do from within it. Then there's TMPGEnc DVD Author, which I also use. Time-wise it's very quick to author - I can regularly author a full disc in around 10-15 minutes.

you can convert with divxtodvd and then import the video_ts in tmpgenc dvd author(add dvd video) to make menus.

Actually I personally have not had much luck with importing the output from divxtodvd into tmpgenDVDAuthor. For a multiple episode DVD when I try to import the output, I receive an error message dialogue box with random characters on it! No idea what the problem is
I have been able to import the various vob files from divxtodvd though
