I have a PAL dvd of Mr. Bean on DVD-R, I can't play it on my standalone player because it says 'Not NTSC'. Is it just a matter of changing a region code somewhere, or do I actually have to re-encoded the entire disc? Any help would be appreciated.

So if I have to re-encode the whole disc, what's the easiest/quickest method? It's already on DVD5, I just need to change it from PAL to NTSC I guess.

... and AFAIK, there is no quick/easy method, apart from buying the correct version of the DVD in the first placeIf in doubt, Google it.
