I have an MPEG file (for computer playback) that is sized 640x480. I want to put this on DVD. Do I need to convert it to a standard size? Since the quality is very good, I don't want to mess up anything.

The less you change the resolution, the better. And 704 is less of a change than 720.

As for the frames per second, leave it at 23.976 and enable 3:2 pulldown when you do the encode. That way your eventual DVD authoring program will see it as 29.97fps.
