I have capped some anime from TV, in PAL format (25 fps), and I'm going to convert it into VCD format using TMPGEnc through VD frameserving. But hte info I read is confusing... Do I need to get it INTV'ed?
By the way, is deinterlacing the worst thing to do for this purpose?

You don't need to inverse telecine PAL (I think).
If your going to vcd you will need to deinterlace.
