  1. Recently, I had purchased a HauppaugeWin TV PVR- 250 Capture Card and I am experiencing a noticeable slow down in my system. I also have noticed that sometimes I experience problems loading web pages. When loading a web page I sometimes receive an IE (Internet Explorer v. 6.0) error message indicating that the requested page cannot be loaded.
This card was placed in the second PCI slot in my computer (somewhere I had read this is important). The Decoder is using IRQ#16. The following devices are also using IRQ#16:Intel 82801FB/FBM Smbus controller, Broadcom Netxtreme 57XX Gigabit controller, Intel 8201FB/FBM Express Root Port and Radeon X300 Graphic card.
I believe I had read somewhere that this card should be assigned to IRQ#15, but I can’t seem to locate where I had read this. If this is the case, please provide details on how you do this in Win XP. IRQ#15 is currently not being used on my system.
Tonight I had uninstalled (through the add/ remove programs in the control panel) and reinstalled the software. I used the Hauppauge utility (hcwclear) utility to remove the registry entries before reinstalling. I had applied all the updates as per the Hauppauge Support web site and followed the instructions for install and the updates.
I chose this card over the PVR-150 since it had an onboard graphic decoder. The PVR-150 uses a software based decoder. I believe that this would take less pressure off of my processor.
Any suggestions would be greatly appreciated. If I had posted this on the wrong board, I apologize and maybe someone can tell me where I can post this problem for a solution. I know this board is geared to video, but I believe this is video related question and maybe someone out here had experienced the same problem and can provide a solution.

Try a different PCI slot. Slot 2 (Directly below the AGP slot) is usually not a good idea for many cards because of the shared IRQs.

There may be another problem peculiar to Dell, but I would try a relocation of the board first.

  3. I don't have any other available slots. I would, then, have to change my PCI cards around. I'm not sure that would be a good idea
