what are the best options for the xvid codec on virtual dub mod
or wut selections would u suggest for the clearest picture with lowest bitrate
and wut matrices would u guys suggest and are there any sites that give out good matrices

You didn't even say what kind of source. Anime, cartoon, cgi, film, analog capture?
Then alot of settings come down to personal preference. Whether you prefer detail and blocks to less detail with no blocks, etc. -

the thing is i see all these blocks but i want it to be clear and smooth
