  1. I recently received a DVD copy of an old concert filmed in England. It plays fine on my computer, but won't play on my set top player. Is there a way to tell if this is a PAL video or just an NTSC with region restrictions? If it is a PAL video, what's the best or easiest way to convert it to NTSC? Thanks.

Load the DVD into DVDDecrypter. Use IFO Mode then click stream processing tab. That will confirm that it is infact PAL.
Computer conversions are time consuming and sometimes very difficult. Take that DVD to Best Buy or wherever and buy a cheap DVD player that can make it viewable on your NTSC TV. The cheaper the better....they have a better chance of conversion than the big brand named ones.

See my guide here (assuming it is a PAL video):
