Hi,
I downloased a film by EMULE and I interupt it because I had to reinstall all my soft on my pc.
So I saved it as .part file (I got 98% from the file) and I will burn this on DVD. What programm can convert this file in IFO or other for burning on DVD?

Probably wont work, What kinda movie? AVI? mpg? Try loading it into something (like TMPGEnc or VirtualDub) that usually opens that kind of video. If it's no go, move it to the recycle bin.

I have been able to play a .part file but I don't know if you'll be able to convert it.

Open the .part file in VLC or Zoomplayer and check its RESOLUTION. If its not a VCD/SVCD or DVD res (320 X ~, 480 x ~, 352 x~, 704 x~ or 720 x~) then you can bet its .avi.
So RENAME the file (the .part) to.mpg(for VCD/SVCD or DVD res's) or .avi for anything else.
You MAY need to first write this file first to a CD or DVD to enable the name change then drag it from the disk back onto your desktop as .part files can be STUBBORN to change.
NOTE. Dpending where the missing 2% is in your movie you may well need to split/edit the file before attempting to encode to mpeg2 or you encoder my balk at the missing data.
