Here's my problem. The pal avi is 90 mins and 52 seconds long.
After encoding to 23.976 using avisynth assumefps(23.976) the video is 1 hour 34 mins and 48 seconds and consists of 136,309 frames. so I divided frames by 23.976 and was given 5685.2268935602268935602268935602 which is a ratio of 95.904 that is usually given when converting pal audio to ntsc. My problem is whenever I use the timestretch in cool edit it remains the same 90 mins and 52 seconds instead of becoming 1 hour 34 mins and 48 seconds. but using the 136,309/23.976 =5685.2268935602268935602268935602
doesn't do anything to help match the time of the video. any ideas?

That is 1 hour, 34 minutes, 48.0 seconds. In cool edit it would be represented like this:
1:34:48.000
but the "time stretch" in cool edit is represented in seconds which is really stupid. So the above would be: 5688.0 seconds.
Generally, when you time stretch you should use the option "resample: preserves neither" because in PAL video the soundtrack is most likely sped up to match the frame rate.
note: It is important to get the ACTUAL time of the encoded video NOT what the calculations tell you. Trust me on this. Goldwave is much better for this kind of thing, the "time warp" feature is very easy to use and is reliable.
