mpeg2 fix mpeg 2 smoothing

when capturing to pc using hauppauge digi box into mpeg2 there is sometimes a glitch in the signal poor reception etc
anyway the glitch appears in the mpeg2
if leaving as mpeg 2 it is not a problem as it just shows as a glitch
but if i want to convert to xvid or wmv there are av sync issues
at present if it is one glitch i can use nandub to chop at the glitch and then delay the audio until it lines up
this is a real pain and is time consuming and never perfect
if there are multiple glitches then you are basically screwed

so what im after is a program that will scan and remove the errors

my first thought was to reencode it as mpeg 2 using tmpeg or mainconcept
tmpeg and tmpeg express both wont accept it . doesnt appear to like the glitch

mainconcept di it but was very choppy video
i am new to main concept so the settings may be wrong
video appeared interlaced

divfix sorts out problems in avis doesnt it
is there such a program for mpeg2s
maybe a cutter (not tmpeg already tried and it wouldnt load)
or divfix for mpegs?
