I am currently using creative moviemaker to grab mpeg2 (352x480) 2mb/s
bitrate 29.97 fram rate file. How do I convert this to a compatible
format to burn SVCD?

The best way is to use bbmpeg to make the mpeg2 svcd compatible, read here
http://www.vcdhelp.com/bbmpegedit.htm
(bbmpeg wont convert the mpeg it will just multiplex it to svcd standard format)
