I am looking to buy a computer that I can use for Creating DVDs... I dont do any 3D things, so dont need major system... I like this system cause of the price and the monitor... After going to a local PC Builder, this price is even better! I am planning on buy the NEC DVD-RW from Newegg.com to put in it... So is this any good... PLMK ASAP I really need to know...

It's an good deal if that's a 17" CRT - a great deal if it's a 17" LCD. It says "flat panel" but I've seen that term used for flat-screen CRTs before.

I did a quick search and it looks like that is a LCD monitor. So the price seems good.
You will want to check drive space to see if you an add another drive while keeping the other two. (would be nice to have a CDRW, ROM and Burner all in the same machine.
Look to add a Firewire card down the road -

You can buy add on fire wire cards (I have one in my Dell 4550) Firewire is used if you have a DV camcorder and its just another type of connector on the PC (Think USB only faster) You may never need firewire for what you want to capture. I have firewire to capture from my camcorder.
As to adding a third drive, the 4600 and lower series only has two 5 1/4 drive bays (CD rom sized) I'm not sure about the 8300 but think it only has two as well. You have to step up to the Dell XPS systems to get three 5 1/4 bays.
Also, the 4600 does have an AGP slot that is capable of up to 8X AGP cards.
Your USB Win TV should work just fine. The dells have at least 6 and sometime 8 usb ports (4-6 on the back and two on the front)
