Ok I just recently converted an svcd file I had from PAL to NTSC and the picture seems to lag or shake just a tiny bit, its almost unnoticable unless you have an eye for this stuff. Iam not sure why it does this, any ideas?

from framerate conversion or interlaced material w/ wrong field order.

Ok I know the framerate is right because iam converting it from PAL which is 25 fps to NTSC 23.976fps (internally 29.97fps) and the video source is non interlaced (progressive) so I kept the video source that way, iam using TMPGEnc for all of this. I have a question how do you know if the field order is right or wrong, how do you know which one to choose?
