Just a quick question that I didn't know where to place. If a PAL DVD is progressive, is it safe to assume that it's just sped up from 24fps to 25fps (as the audio would be, I believe) and could be slowed down, reencoded and authored to an NTSC DVD?

Yes it can be,do a search for pal to ntsc and you will find lots of info about it.
