I have 2 AVI files that I would like to put on DVD. However, they have weird resolutions and the characters seems a bit squished. Here is what GSpot says about them:
AVI Resolution: 704x480 (1.47:1) [~16:11]
AVI Resolution: 634x464 (1.34:1) [~16:12]
I opened them in Virtualdub and I right-clicked on the screen to select 4:3 Frame Ratio (TV) and I would notice the changes right away. So how do I convert using TMPGEnc Plus and get the aspect ratio correct and have the video proportioned during playback on the TV? What Video Arrange Method should I use?

both are probably 4:3. so use 4:3 and full screen under settings->advanced->video arrange method. do not use full screen(keep aspect ratio).
use the preview and check so it looks okey...if it doesn't you must guesss the correct aspect ratio from the avi sources. -
Choose center(custom size) in clip frame arrange setting.

When I opened my 704x480 AVI source in TMPGEnc and then went to the Advanced options screen, it said this automatically at the top:
Source Aspect Ratio: 4:3 525 line (NTSC, 704x480)
So should I do Full Screen (keep aspect ratio) or just Full Screen like you said? I've tried out all the possible Full Screen options there are and they look the same.Full Screen (KSR) and Full Screen (KSR2) adds a very narrow strip of black bar at both sides of the video. Center also adds those black bars.
For the second AVI source 634x464, should I use Full Screen as well?
