What does it mean when the VHS video has the words "45-Day PPV" on it?? Does it like stop working after 45 days or what?? I have this demo tape of "the human stain" its some sort of prerelease VHS...

Don't sweat it. What you have is a home video screener. The phrase, "45 Day PPV" just means that the movie won't be released to Pay-Per-View TV until 45 days after the actual home video release date.
