29.97003 vs. 29.9700

Here is my problem...

I have file1.avi which is part of a TV show that is cut off.

I have file2.avi which is the rest of said TV show.

I wish to append the two files together using Nandub. Of course I have to match framerates...

file1.avi = 29.9700 fps
file2.avi = 25.0000 fps

Using either VirtualDub or Nandub to convert the framerate from 25.000 to 29.9700 I always get this error after I am done and attempting to append:

Incompatible: 29.9700 vs. 29.97003

It appears when I convert from 25 to 29.9700 that is doesn't do it EXACTLY right and I end up with a "3" in the thousandths place.

How can I get around this? I know it must be a common problem.
