    How I calculate the minimun, maximun and the average bitrate that I've to use to create an MPEG2 file to author a DVD?

    No need to calculate the min or max, just calculate the average which will fill the disk. Set the min to 1000 and the max to 8000, the encoder will keep it within those safe limits.
