MPEG2 to DVD question & Tmpg plugin ques

Is Tmpgenc DVD author the only package that can take a mpeg2 file (made via Tmpg Plus) and author it to burn on a DVD, is there frewware that can take a mpeg2 and do this?

Or when I use Tmpg Plus should I always create individual video & audio files?

Also, I've read several posts about Tmpg Plus poor audio - severla suggested using toolame. I downloaded toolame, how does it install as a plugin for Tmpg?

There's got to be thousands (well, maybe a hundred) that can take an mpeg, mp2/mpa/m1a/vob and complie a dvd.
Click the Tools link to the left, then category Author, and see how many you get.
Should you create separate audio and video streams? Sure, whatever. You don't need to do it, but can if you like. I prefer to separate audio as the very first thing, then encode only video, and remux in my authoring app (dvdlab).
I have no idea how toolame works, and it's only for mp3 junk anyhow, which I never use in video work.

lame is for mp3. Toolame is quite possibly the highest quality mpeg1 audio layer II audio encoder available...commercial or otherwise. Its very easy to use toolame from within TMPGenc, and I do strongly recommend it. I don't have TMPGenc installed on this pc at the moment, so I can't exactly tell you how but look in the environmental options. There is a section for external tools, or external audio encoder, or something like that. Point it to the toolame.exe. You can also use ssrc.exe for the external frequency rate converter (44100kHz->48kHz).

Using both of these external tools will definitely make your audio encoding times shorter, and it will make them higher quality too in my opinion.

I downloaded Toolame 02L, but when I go to unzip it, WinZip tells me to add an extension tothe filename. Is there suppossed to be an extension?

The comments under the tool section say that 02l isn't compatible with TmpEnc Plus & to downoad a previous version, so I guess I'll download that one too.
