I have the following problem. I download PAL SVCD videos from the internet, and want to convert them to DVD format to watch on my home theater (we are talking about music videos/live performances). What I used to do was that I loaded the SVCD MPEG 2 directly to TMPGENC, but in about 10 - 15% of the videos, I would get some ugly green block noise, about 1-2 secionds in duration, somewhere in the video.
So now, I convert the SVCD MPEG 2 to AVI using DVD2AVI. I end up with what appears to be a "true" interlace AVI file, 480 x 576, 25 fps.
I load this avi in TMPENC (making sure I select the correct field order, A or B). I don't use ANY other "special" settings, other than color correction.
BUT, when I make my DVD and watch it on my TV, the video is a little bit "jerky". I noticed that every 5 frames or so, the video "jumps" one frame backward, and then continues as normal.
I also noticed that on some videos, this does not happen. The resulting NTSC DVD plays just fine.
Is there any way to correct this?

Depending on if it is film or video you can convert it. Film is the easier of the two, but video can be done and done well if you decide to do it right.
I sucessfully converted a U2 concert in pal 25i format to ntsc 30i using a slightly modified method found on this site in the guides section. It involved AVIsynth. Also, check the documentation in AVIsynth under "changefps" or "convertfps". I believe the same method is described there. It was quite rewarding to make sure a nice conversion using free tools.
One warning... when working on the conversion, do not settle for stuttering video. If you see stuttering in the motion, then closely examine your field order. If done right, your end result should be virtually indistinguishable from the pal source on your TV.

The source is 25i (SVCD). I must convert to 30i (DVD)
I don't see "stuttering", it's not the problem of having the incorrect filed order (I have experienced that and know the symptom pretty well. I have wasted lots of DVD-Rs to this Failure, believe me...)
Th field order is correct.
I play the video frame by frame on the TV, repeteadly hitting the Pause button on the DVD remote. What I see is about 5-6 continuos, smooth frames, then one frame where the video "goes back", then 5-6 more good (continuos) frames, then 1 frame "back" again, and so on. The effect when played back at normal spped is a "stuttering" or "skipping" effect whnever there is a sudden movement, like a pan of the camera. -
Sounds to me like a conversion that just doubled every fifth frame. That's not the way to do it. Since each "frame" in video actually represents two moments in time, not one, you will see that stuttering when you double any frame. If the video arrived to you in that condition, then those extra frames need to be removed. AVIsynth can easily to this as well using the "selectevery" function.
